From 11 August 2025, Lambeth Council will introduce new planning restrictions on the creation of small Houses in Multiple Occupation (HMOs) in the wards of Streatham Common & Vale and Streatham St Leonard’s.
At present, converting a family house into a small HMO (3–6 residents) does not normally require planning permission, as this is classed as permitted development. However, in response to local concerns around anti-social behaviour, parking pressures, the loss of family housing and changes to neighbourhood character, Lambeth has now confirmed an Article 4 Direction.
Once in force, this Direction will mean that planning permission will be required for all new small HMO conversions in the two affected wards. Applications will be assessed against planning policies, with issues such as housing mix, amenity and local impact taken into account.
Cllr Danny Adilypour, Deputy Leader (Housing, Investment and New Homes), said:
“This planning control will help manage the number and impact of HMOs, protecting family homes and supporting healthier, safer communities.”
