Developments within Conservation Areas need careful consideration and meticulous planning, which is why SC Hornby Ltd approached us for specialist support in its plan to redevelop a car park in Lower Stratton, Swindon.

The proposal sought consent for the construction of a two-storey building containing four one-bedroom flats on a brownfield site to the rear of Swindon Road, Stratton St Margaret.

A key consideration throughout the application process was the site's sensitive setting within a designated Conservation Area and its proximity to the Grade II listed Pigeon House. Consideration was given to the scale, appearance and design of the proposed development to ensure it would complement and enhance the character of the surrounding historic environment.

Working closely with our SC Hornby Ltd, Squires Planning helped develop a policy-compliant scheme to bring this previously developed site back to use. The proposals comprised four one-bedroom flats arranged equally across two floors, each unit with an open-plan living, dining and kitchen area, a separate bathroom and a single bedroom. Access was proposed via a central communal entrance, with the ground floor flats also benefiting from their own direct external access.

Planning permission was granted by Swindon Borough Council in June 2026, enabling the delivery of much-needed housing in a sustainable location.

The approved design adopts a traditional architectural approach, incorporating natural Cotswold stone and red brick elevations, a natural slate roof, traditional-style aluminium sash windows and timber detailing. These materials and design features were carefully selected to complement the character and appearance of the Conservation Area and nearby heritage assets.

Six car parking spaces are included, comprising one space per flat and two visitor spaces, alongside secure cycle parking for residents.

In addition to providing new homes, the scheme also incorporates a number of sustainability and environmental measures. Existing mature trees on the site have been retained to help preserve local character, while approximately 59m² of replacement landscaped garden space will be created, representing a net increase of around 35m². Biodiversity improvements are further supported through the inclusion of swift boxes and bat roosting features.

In terms of Biodiversity Net Gain (BNG) requirements, the development qualified for the de minimis exemption, meaning the mandatory 10% rule did not apply as less than 25m² of habitat would be affected. Nevertheless, the proposals are set to deliver a net ecological enhancement.
