Oundle Neighbourhood Plan

Client: Oundle Town Council
Local Planning Authority: East Northamptonshire

The Oundle Neighbourhood Plan 2011-2031 was submitted to East Northamptonshire Council in May 2019 and the subsequent Regulation 16 consultation took place in July/August 2019, attracting 79 responses from local residents, developers, land owners and other stakeholders. These responses raised a number of important matters and questioned whether the plan met the basic conditions.

Following the Regulation 16 consultation, the examiner, after a preliminary review of the responses decided that a hearing was required, this was to take place at the end of October 2019. 

Despite no prior involvement with the plan, Squires Planning were approached just before the hearing date to see whether we could represent the Town Council and seek to defend the plan. We were subsequently instructed 2 weeks before the hearing and work began. 

We familiarised ourselves with the plan and plan area. This involved a site visit, a review of the documentation, and liaison with officers at East Northamptonshire Council (ENC). Unfortunately during this process we uncovered a number of issues with the plan, and its supporting evidence, as submitted.

Working with the Steering Group we reviewed the identified issues and then prepared draft responses to the matters raised by the examiner. We also prepared information in a bid to overcome the issues identified by our review. This included, for example, a new accurate policies map.

The hearing itself went well but unfortunately, despite our best efforts on the day, the issues identified by our review could not be overcome. As a result the examiner recommended that the plan could not proceed. 

Whilst the outcome was not as desired, the project did highlight the importance of ensuring due process is followed when preparing a neighbourhood plan and that by seeking professional support at an early stage can avoid significant issues down the line.
